It’s not just a case of money. It’s more complicated.

It’s something that has the ability to drive more people into poverty and into high school, into the community, into more jobs because we all get a chance, said Karen Loughnane of Planned Parenthood. And the more we look at this, the more often these nonprofits go after and they get grants of millions of dollars that are needed to fix this problem, not just because these people have health insurance, but also because they got access to health care.

The American Cancer Society is one of the biggest beneficiaries of a 50 million round of funding by the Department of Health and Human Services. Its budget provides health, nutrition and behavioral health care services to 10 million people and offers counseling, educational assistance and career counseling, among other services to help adults learn to live healthier lives.

The foundation’s chief executive officer, Charles C. DeMoss, is the chair of the committee that approves grants to foundations.

DeMoss is not alone in his frustration. It’s not like it’s a tax on the poor, he added. Just because it’s not working doesn’t mean that the donor is going to get anything in return.

A recent analysis by the Center on Budget and Policy Priorities, a nonpartisan think tank, shows that if foundations had been allowed to distribute grants to other organizations it would have a much stronger, albeit smaller influence on issues such as the government shutdown.

Still, one-third of health insurance recipients are uninsured or underinsured by comparison. In 2016, nearly a third of uninsured individuals said they had no health insurance, the Centers for Disease Control and Prevention found in a recent report. Many of the states whose grants have been awarded to grants of 5 million or greater in the past two years are already providing financial aid to help uninsured or underinsured donors.

That has left some groups like the American Red Cross (ARC) in deep trouble. They’re not able to rely on grants of over 5 million to get help for cancer screening and treatment.

There is always a potential cost or risk associated with an organization or organization getting one of our grants. And with good policy they’re able to move it up and down the board of trustees for them as long as they want it, said Diane Zeller, ARC’s executive director. And I don’t know if they’d be able to do it without a federal grant.
